Mutant plant is coming for you

This vacant lot at 45th & Alabama in North Community contains a number of mullein plants with these bizarre fans on top. This one is over 12 inches across. Anyone have a positive ID? (August 2012.)

    Apparently, it's a "Hairy Mullien" with an abnormal top, though there are others in the area with this abnormality.
